Manager II (Administrator, Early Childhood Services), Requisition IRC7579 –  The position provides oversight and leadership for the implementation of the Early Childhood Comprehensive Plan, including directing the work of managers in Early Childhood Services, and realigning early childhood programs in the private and public sectors to become an integrated seamless system of services for young children and their parents.  The position must also assure substantive involvement from the community partners.  A critical portion of the position is that it must develop, review, monitor the HHS budget for early childhood and approve expenditures as appropriate.  This manager position represents Montgomery County on State committees in the area of child care and early childhood including the Child Care Advisory Council, and the Early Care and Education Council.

School Health Administrator (Manager III

Job Summary: This position is responsible for the administration and direction of all School Health programs and services that are provided to 144,000 students enrolled in the 200 schools that comprise the Montgomery County Public School System.  School Health Services operate School Based Health-Wellness Center Programs at six sites and a School Health Services Center Clinic which provides immunizations to assure entry to school.  The employee in this position is responsible for the management of over 300 health personnel to include Registered Nurses, Certified Nursing Assistants, and other health personnel who provide school health room and case management.  The employee manages all contracts, grants, budget, fiscal and clinical policies, practices and procedures to assure compliance with federal, state, and County laws, regulations, and requirements pertaining to the provision of primary health care services to students.

Minimum Qualifications:  Experience: Seven (7) years of progressively responsible professional experience in school health services, three of which were in a supervisory or executive capacity. Education: Graduation from a National League for Nursing accredited college or university or an equivalent program as determined by the Maryland Board of Examiners with a Bachelor's Degree in nursing. Licensure: Possession of a current license to practice as a Registered Nurse in the State of Maryland issued by the Maryland Board of Examiners is required at the time of appointment. Equivalency: An equivalent combination of education and experience may be substituted.

POLICY  AND  OPERATIONAL  RISK  MANAGER.

MANAGER III,  $63,411 - $115,901

Montgomery County Government. The employee evaluates and advises the Montgomery County Department of Health and Human Services (DHHS) in the areas of policy, law, and regulations related to health and human services (e.g., HIPAA, ADA, Privacy Rule, TANF reauthorization, ARRA, PPACA, etc.). The purpose of the work is to ensure that DHHS and those departments within the County government that provide DHHS with internal business associate services are in compliance with HIPAA and other confidentiality/privacy related State and Federal laws and regulations. The employee provides guidance and technical assistance to County and DHHS managers and supervisors regarding implementation of these laws and regulations; investigates, assesses, and resolves HIPAA related complaints and grievances; and, represents the county and DHHS on the HIPAA Workgroup, serving as the subject matter expert on the Privacy Rule. The employee is also responsible for advising DHHS regarding compliance with Title II of the Americans with Disabilities Act.

Minimum Qualifications: 

Experience: Five years of progressively responsible professional experience related to health and human services policy, law, and regulations (e.g., HIPAA, ADA, Privacy Rule, TANF reauthorization, ARRA, PPACA, etc.) in a health and human services environment. 

Education:  Bachelor’s Degree.
