Loudoun County (VA) Department of General Services is seeking qualified applicants to fill this senior management position. The successful candidate will provide Department leadership as needed and requested by the Director in the operational areas of Facilities Maintenance and Fleet Operation programs; directly oversee the activities of the Facilities Division, Fleet Management and Facilities Support Division programs; ensure maintenance of County facilities provide safe and supportive environment for employees and the public; develop and implement County vehicle fleet and facility policies and procedures that satisfy applicable federal, state and local transportation regulations and requirements. Ensure the Department’s goals are consistent with the priorities and objectives of the County Administrator and the Board of Supervisors; effectively lead and participate as County liaison to various committees, work groups and organizations handling complete policy issues; oversee management of multiple, highly complex projects and coordinate problem solving of emergency or ad hoc projects designated by the Director.

 

Requires any combination of education and experience equivalent to a Master’s degree in automotive fleet administration, public safety fleet administration and transit fleet maintenance, facilities development, facilities maintenance, finance, business, public administration or a related field, and at least seven (7) years of directly-related experience in a professional management position including considerable supervisory or operations/administrative oversight experience.

 

Ten (10) years’ experience in a management position is preferred. Professional registration in an appropriate discipline is desirable. Valid driver’s license is required. Subject to call 24 hours a day, seven days a week.

 

The incumbent alternates with the Department Director in providing senior General Services presence in the County’s Emergency Operations Center (EOC) during emergencies arising from natural or man-made disasters. DEPUTY DIRECTOR CAPITAL PROJECTS DESIGN AND CONSTRUCTION

Loudoun County’s Department of Transportation & Capital Infrastructure is currently seeking qualified applicants for a Deputy Director, Capital Projects Design and Construction.

The Deputy Director serves as second in-charge of Department Operations and provides leadership and oversight in the design, land acquisition, project and construction management phases of General Government public-use facilities and transportation infrastructure projects. This position oversees procurement of design professional services, acquisition of real property, development of project designs, construction management, and contract administration. Additionally, the position provides project-related cost analysis, advises on policy matters and ensures compliance with applicable federal, state, and local regulations.

The Deputy Director manages multiple, highly complex projects and coordinates problem solving of emergency or ad hoc projects designated by the Director and provides strategic planning for the department’s long and short-term goals and objectives. Finally, this position presents to community members, the Loudoun County Board of Supervisors and other public forums on a wide variety of capital design and construction issues, is responsible for leading and managing a high-performing staff as well as maintaining a professional work environment in accordance with County policies and procedures and may act in the Director’s absence on all matters as needed.

The ideal candidate will possess any combination of education and experience equivalent to a Master’s degree in architecture, engineering, or related field with at least ten (10) years of related experience including two (2) years of supervisory experience in an engineering organization to include supervisory or operations/administrative oversight experience. Ten (10) years of professional management experience in an engineering environment is preferred.

The successful candidate must have a current Virginia Professional Engineering License or be able to obtain within one year from the time of employment. Successful candidates will also possess comprehensive knowledge of the theory, principles, and practices of engineering/architecture design, contract management and construction techniques; construction scheduling experience, including the ability to solve all common and unusual problems encountered during design and construction; thorough knowledge of all applicable Federal, State and local laws, codes and ordinances; the skills to defend and negotiate agreements and contract resolutions concerning transportation and capital infrastructure projects; as well as the capacity to determine best use of human, fiscal and material resources. Candidates must also possess excellent communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners. Candidates must hold a valid driver’s license.  The successful candidate must be available to support evening Board and Board committee meetings as well as conduct or support project-related public information meetings and public hearings.

JOB DESCRIPTION

Loudoun County’s Zoning Administration Division of the Department of Planning and Zoning is seeking a Deputy Zoning Administrator.  This position will serve as an assistant to the Zoning Administrator and will be primarily responsible for the management and supervision of a team of professional planners that are responsible for preparing zoning interpretations/determinations, reviewing legislative and administrative land development applications for conformance with the Zoning Ordinance, processing Zoning Ordinance amendments, and providing support to the Board of Zoning Appeals.  The successful candidate must have comprehensive knowledge of the theory, principles, practices and techniques of Zoning and Planning administration; comprehensive knowledge of applicable Federal, State and local laws, regulations, codes, and ordinances; excellent verbal and presentation skills; ability to communicate ideas clearly, concisely and effectively; ability to negotiate sensitive issues, analyze conflicts and facilitate resolutions; and the ability to interface with County Attorney’s office, Board of Supervisors, County Administration, and community groups.

 

JOB REQUIREMENTS

Requires education and experience equivalent to a Master’s Degree in Planning, Public Administration, Landscape Architecture, or a related field and four (4) years of related experience. Supervisory experience is preferred.

 

SPECIAL REQUIREMENTS

CZA (Certified Zoning Administrator) and AICP certification preferred. Excellent written and verbal communication skills, organization skills, attention to detail, and ability to make public presentations required.

Montgomery County Department of Technology Services seeks a highly skilled and innovative Cable Administrator to manage the Cable Office of the Montgomery County Government.  The Cable Administrator will report to the Chief Information Officer (CIO).

This position is responsible for the administration of the Cable Communications operations for Montgomery County.  This includes: responsibility to negotiate and administer cable, and other telecom franchises, and regulatory oversight and monitoring of franchisee performance; development and oversight of the County’s cable fund budget that supports thirteen Public, Educational and Government (PEG) channels, the County’s multi-Agency fiber network (FiberNet) and special projects.  The position also provides oversight of the County’s Transmission Facilities Coordinating Group (Tower Committee), coordination and support of the Cable Compliance Commission (CCC) and the Cable Communications Advisory Committee (CCAC); and oversight of the technical operations of the County’s government cable access channel. The position supports decisions agreed to by the County Executive and the County Council regarding the operation of the County’s government cable access channel and supports decisions made by the PEG Governing Board regarding PEG activities.

The work involves oversight of the design, development, and implementation/operation of cable communications which is rapidly evolving due to new and changing technology and regulatory climates.  The incumbent will work with various stakeholders across County agencies and the public to implement programs and initiatives.

The work of this position has a substantial effect on County-wide operations and the community by virtue of the incumbent’s role in continued successful operation of the cable communications network.  The incumbent will identify and help develop partnerships with other jurisdictions and private partners for broadband services and infrastructure. The incumbent will represent the County at the FCC and other regulatory and legislative bodies, requiring excellent written and oral communications skills and experience in making formal presentations to large audiences, e.g., legislative and decision making bodies.

In the County’s FY14 Cable Communications Plan, the Cable Office has the use of fund resources totaling $28.5M. The Cable Administrator is a senior manager in DTS and advises the CIO, County Executive and staff and the County Council and staff on matters related to the functions of the Cable Office and the Cable/Communications industry including broadband policy.
