Maryland Environmental Service has an opening for a mid/senior-level Software Application Specialist II/III at our Headquarters facility in Millersville, MD. The candidate selected will provide support of application software and architecture in a development, system test, and production environment. Primary responsibilities include developing Microsoft based applications along with developing GIS-based Web Applications using ESRI’s ArcServer and ArcGIS Online platforms.

Required qualifications include a Bachelor’s Degree in a programming related field and 1 year of related experience, experience in web GIS development using ESRI’s Javascript API, building and maintaining websites using HTML and Javascript, and experience with ArcServer 10+.

Preferred qualifications include working knowledge of Dojo and/or AngularJS frameworks, experience working with ArcGIS Online/Portal building webmaps and applications, development experience with the Microsoft .NET Framework and relational databases including proficiency with Windows XP/7/Server 2008, development of Windows or Web Forms applications is preferred, experience coding Python scripts to monitor systems status and use of ArcPy for automating ArcMap tasks, experience setting up and managing ArcServer 10+, experience with ESRI Enterprise Geodatabases, and experience using code repository systems such as Microsoft SourceSafe and/or GitHub.

Responsibilities:

  • Manage the process of relocation (airline, shipping and visas) for faculty, staff, and students moving to and from GMUK and Fairfax;
  • Coordinate all GMUK-related purchasing activities on the Fairfax campus;
  • Work closely with GMUK Finance and HR departments to ensure all financial, HR, tax requirements/documentation, etc., for individuals are handled proactively, and before arrival as necessary;
  • Work with complex university information systems across multiple countries, campuses, offices and infrastructures;

Required Qualifications:

  • Bachelor’s degree or an equivalent combination of education and experience;
  • Must be extremely detail-oriented, have strong organizational and administrative skills, and have a passion for the mission of higher education;
  • Superior communication and problem-solving skills, a collaborative work style, and solid knowledge in office technology and procedures;
  • Intermediate skills or greater in Microsoft Office suite;

Maryland Environmental Service has an opening for a GIS Specialist I/II in our Environmental Monitoring/Geospatial and Engineering Services Section at our Headquarters facility in Millersville, MD. The selected candidate will assist with field data collection (overnight travel within MD is a possibility), populating databases, maintaining a geo-database, and testing new applications. The selected candidate may be assigned to projects where they are required to work on site at various other offices/agencies. The candidate must be able to read and understand the following: aerial images, stormwater plans, cadastral, planimetric and topographic datasets. Skills must include the ability to produce complex analytical maps or quantifiable information.

Qualifications include a Bachelor’s Degree in geography, environmental science, or computer science with a GIS emphasis, and 1 year of experience working with ESRI GIS products. Must maintain current knowledge of GIS technology, have the ability to work independently, and be able to communicate effectively. Must be able to pass a physical exam, be able to lift 50lbs, and have a valid driver’s license with less than 5 points.

An environmental background along with knowledge of global positioning technologies (Trimble GPS Units are used by MES), including proficiency with current Windows, Tablets and Mobile Operating Systems is a plus. Specifically ArcGIS, ESRI’s Modelbuilder and experience in creating and editing data in an ESRI desktop environment is a plus. Direct experience with local or regional government is desirable.

Loudoun County’s Department of Transportation & Capital Infrastructure is currently seeking qualified applicants for a Deputy Director, Capital Projects Design and Construction.

The Deputy Director serves as second in-charge of Department Operations and provides leadership and oversight in the design, land acquisition, project and construction management phases of General Government public-use facilities and transportation infrastructure projects. This position oversees procurement of design professional services, acquisition of real property, development of project designs, construction management, and contract administration. Additionally, the position provides project-related cost analysis, advises on policy matters and ensures compliance with applicable federal, state, and local regulations.

The Deputy Director manages multiple, highly complex projects and coordinates problem solving of emergency or ad hoc projects designated by the Director and provides strategic planning for the department’s long and short-term goals and objectives. The ideal candidate will possess any combination of education and experience equivalent to a Master’s degree in architecture, engineering, or related field with at least ten (10) years of related experience including two (2) years of supervisory experience in an engineering organization to include supervisory or operations/administrative oversight experience. Ten (10) years of professional management experience in an engineering environment is preferred.

The successful candidate must have a current Virginia Professional Engineering License or be able to obtain within one year from the time of employment. Successful candidates will also possess comprehensive knowledge of the theory, principles, and practices of engineering/architecture design, contract management and construction techniques; construction scheduling experience, including the ability to solve all common and unusual problems encountered during design and construction; thorough knowledge of all applicable Federal, State and local laws, codes and ordinances; the skills to defend and negotiate agreements and contract resolutions concerning transportation and capital infrastructure projects; as well as the capacity to determine best use of human, fiscal and material resources. Candidates must also possess excellent communication skills and the ability to develop strong working relationships with other County staff, state agencies and regional partners. Montgomery County Department of Technology Services seeks a highly skilled and innovative Cable Administrator to manage the Cable Office of the Montgomery County Government.  The Cable Administrator will report to the Chief Information Officer (CIO).

This position is responsible for the administration of the Cable Communications operations for Montgomery County.  This includes: responsibility to negotiate and administer cable, and other telecom franchises, and regulatory oversight and monitoring of franchisee performance; development and oversight of the County’s cable fund budget that supports thirteen Public, Educational and Government (PEG) channels, the County’s multi-Agency fiber network (FiberNet) and special projects.  The position also provides oversight of the County’s Transmission Facilities Coordinating Group (Tower Committee), coordination and support of the Cable Compliance Commission (CCC) and the Cable Communications Advisory Committee (CCAC); and oversight of the technical operations of the County’s government cable access channel. The position supports decisions agreed to by the County Executive and the County Council regarding the operation of the County’s government cable access channel and supports decisions made by the PEG Governing Board regarding PEG activities.

The work involves oversight of the design, development, and implementation/operation of cable communications which is rapidly evolving due to new and changing technology and regulatory climates.  The incumbent will work with various stakeholders across County agencies and the public to implement programs and initiatives.

The work of this position has a substantial effect on County-wide operations and the community by virtue of the incumbent’s role in continued successful operation of the cable communications network.  The incumbent will identify and help develop partnerships with other jurisdictions and private partners for broadband services and infrastructure. The incumbent will represent the County at the FCC and other regulatory and legislative bodies, requiring excellent written and oral communications skills and experience in making formal presentations to large audiences, e.g., legislative and decision making bodies.

In the County’s FY14 Cable Communications Plan, the Cable Office has the use of fund resources totaling $28.5M. The Cable Administrator is a senior manager in DTS and advises the CIO, County Executive and staff and the County Council and staff on matters related to the functions of the Cable Office and the Cable/Communications industry including broadband policy.
